Il contenuto dell’articolo del decreto si riallaccia alla normativa europea (sarà vero?) che vuole o the direct management of the municipalities or the contract to private figures.
The decree itself is not dangerous so much. Our problem is not the law or rather they are the lesser evil.
If we were anywhere else I would not worry. Unfortunately, this country has control mechanisms or non-existent complacent. We are in Italy, where the substance is not a cigarette butt, the quality of work nobody cares, go to the private contracts as they go (Cai-Alitalia, Telecom, Autostrade ...), where almost no penalties are jail or administrative penalties (Cirio, Parmalat, various banks. ...). Where everyone does as he wants and still not respond or who knows when they will respond. I have to laugh when
we speak of "subordination to the economic choices of 'and of course the efficiency of the service users." When using these terms, and these are listed in the decree, the city usually pays, pay, pay ...
The real unknown is not so much the private or mixed in many municipalities already there - even with a lot of criticism and high prices - but the difficulty to verify costs and prices, to apply sanctions, to resolve or terminate contracts with criminal
... This is our fault and our politicians. To remedy this limitation requires discipline and culture.
I think my next home will be a dammuso.
